An alliance is allowed to produce a new miracle after the first reaches level 5, then the third miracle after both reach level 10. Then all 4 when those 3 reach 20.(

Light, Holy, and Devil miracles have the same bonus formula which is indicated below as "Light Bonus" and Shadow miracle bonus is a different formula in itself.

The shadow bonus part shows the average time which is 100% and for each level of the miracle it drops percentage to what it shows on this chart. So a 100% base for having no miracle then 97% time needed for a level 1 shadow miracle and so on.

Details - Alliance leaders have the control of where to place the miracles and when to upgrade them to the next level when the designated miracle has enough resources that is. Only 4 players in that alliance can have one in their territory (i.e. zone or square) and they are allowed to be adjacent neighbors but you cannot have any more than one in a single territory. Leader of the alliance is the only one able to create and place the miracles, if you're the leader you got an extra option others don't when you're on "Big Map" and that is to create one and you can choose where to place them in the designated players zone of your choice. Always smart to place them within a loyal member or your very own territory cause it won't be able to move after that moment.
Instructions - As leader, use the extra option via "Big Map" options within the persons territory you want to set it in and it will show up as a level 0 miracle. You then can send resources to it, for now it has no limit of what it can hold so you can gather up as many resources as you want. When the miracle has enough resources for the next level (indicated by the chart above) it can only be upgraded by the leader not the person that has it within their territory sadly.
Tips and Hints - Whoever has the miracle within their territory it's advised to have 100 T2 or T3 transport ships in each city so at the end of the day you can send whatever extra left overs are sent over and that it constantly has some type of growth. Again for 2 miracles you need your first level 5, for 3 you need both 10, and then for all 4 miracles you're required to have those 3 level 20 each.
Attacking and Defending Miracles - For attacking it's same as attacking another player except you don't need to declare war you just send your army after forming an army of course. The benefits from successfully attacking a miracle is however many members are in your alliance they all get a share of the resources needed for the level up, not sure how it's shared. For defending you must form an army and send it to the miracle via "Assist" option when you click on the miracle that needs protection. If an enemy has shipped a fleet towards your miracle it will send each player a mail saying that it's being attacked. Also to send resources form an army with transports preferably and load it up AT YOUR CITY and then send it to the miracle via "Dispatch Transportation Team".
